A day after the contents of the Dogra Committee report on the collapse of the foot-overbridge (FOB) near Jawaharlal Nehru Stadium were made public, chief secretary Rakesh Mehta came up with a ''guilty will be punished'' reply without going into the specifics even though the report has been with the government for quite a few days now.
